The Case of Mexico: The 2022 Federal Reform

For 26 years (starting in 1996), Mexico observed nationwide daylight saving time. In October 2022, the Mexican Congress enacted the new Law of Time Zones, abolishing seasonal clock changes for almost the entire republic based on chronobiological health data and negligible national energy savings (under 0.2%).

However, the legislation carved out a vital strategic exception: the northern border strip. Exactly 33 municipalities across Baja California, Chihuahua, Coahuila, Nuevo Leon, and Tamaulipas continue observing DST synchronized with the United States:

  • Baja California: Entire state (Tijuana, Mexicali, Ensenada, Tecate, Rosarito, San Quintín).
  • Chihuahua: Ciudad Juárez, Ojinaga, Ascensión, Guadalupe, Janos, Manuel Benavides, Praxedis G. Guerrero, Coyame.
  • Coahuila: Piedras Negras, Acuña, Jiménez, Nava, Zaragoza, Guerrero, Hidalgo, Ocampo.
  • Nuevo León: Anáhuac.
  • Tamaulipas: Nuevo Laredo, Reynosa, Matamoros, Camargo, Guerrero, Gustavo Díaz Ordaz, Mier, Miguel Alemán, Río Bravo, Valle Hermoso.

In these border hubs, clocks spring forward on the second Sunday of March and fall back on the first Sunday of November to prevent customs, supply chain, and commuter friction with neighboring US cities.

Internal Exceptions in the US and Canada

Under the US Uniform Time Act, individual states cannot choose to stay on year-round daylight time without federal approval, but they can choose to remain on standard time year-round:

  • Arizona: Opted out of DST in 1968 (except for the Navajo Nation in northeastern Arizona, which observes DST to stay in sync with tribal land across Utah and New Mexico). In summer, Phoenix shares Pacific Daylight Time (PDT, UTC-7), while in winter it aligns with Mountain Standard Time (MST, UTC-7).
  • Hawaii: Situated at tropical latitude (21° N), day length fluctuates so little that seasonal clock shifts have never been implemented (permanent UTC-10).
  • US Territories: Puerto Rico, Guam, the US Virgin Islands, and American Samoa operate on permanent standard time.
  • Canada: Most of Saskatchewan and the Yukon Territory remain on permanent standard time year-round.

Europe and the Southern Hemisphere: Opposite Cycles

In the European Union, all member nations shift clocks simultaneously: starting the last Sunday of March and ending the last Sunday of October. Although the European Parliament voted to end clock shifts in 2019, implementation remains stalled in the European Council.

In the Southern Hemisphere, seasonality is inverted:

  • Chile: Advances clocks on the first Saturday of September and resets them on the first Saturday of April (the southern Magallanes Region remains on permanent UTC-3).
  • Australia: Only observed in New South Wales, Victoria, South Australia, and Tasmania (first Sunday of October to first Sunday of April). Queensland, Western Australia, and the Northern Territory never change clocks.
  • Argentina & Brazil: Abolished DST in 2009 and 2019 respectively, opting for permanent fixed offsets.

Frequently Asked Questions

Why does the transatlantic time difference change for a few weeks in March and October?

Because the US switches to daylight time on the second Sunday of March (two weeks ahead of Europe) and reverts on the first Sunday of November (one week after Europe). During those transitional weeks, the time gap between London or Madrid and New York shrinks from 5 or 6 hours down to 4 or 5 hours.

Does daylight saving time still save measurable energy?

While it provided minor energy savings during the 20th century under incandescent lighting, modern LED efficiency coupled with evening air conditioning demands has rendered contemporary net energy savings statistically negligible.

Which permanent time is healthier: summer or winter?

Leading sleep medicine and chronobiology associations uniformly advocate for permanent standard time (winter time). Standard time synchronizes social mornings closer to natural sunrise, promoting morning cortisol awakening and healthy nocturnal melatonin production.
